H1B Quota

Hi, It looks H1B quota for 2005 will be used out soon. Looking at the different centers to process H1B application, they are quite different. For instance, Nebraska center is still working on May 2004 and California is Aug 2004. One question is, how does BCIS determine the quota is completely capped? Thanks
